REGULATIONS ON EMPLOYEE, STUDENT AND PARENT CONDUCT
Pursuant to Articles 41, 43, and 57, paragraph 1, item 1 of the Law on the Fundamentals of the Education System (Official Gazette of RS, No. 72/2009, 52/2011 and 55/2013) and Article 54 of the Statute of Savremena International School, the School Board of Savremena International School at the meeting held on 15th of October, 2015 adopted the following:
REGULATIONS ON EMPLOYEE, STUDENT AND PARENT CONDUCT
I General provisions
The Regulations on Employee, Student and Parent Conduct at the school (hereinafter referred to as the Regulations) regulate the behaviour of employees, students, students’ parents and third parties at Savremena International School (hereinafter referred to as the School).
Respecting the Regulations ensures the successful conduct of the School’s educational activities, improves discipline and School safety, preserves the School’s property and the property of students, employees, parents and third parties and contributes to enhancing the reputation of the School.
The School fosters relationships based on a mutual understanding and respect toward students, employees and parents.
Activities aimed at threatening, belittling, discriminating against, or singling out individuals or groups of individuals on the grounds of their racial, national, ethnic, linguistic, religious background or gender, physical and psychological characteristics, developmental and physical disabilities, health condition, age, social and cultural background, financial status or political views, and on any other grounds stipulated by the law that prescribes the prohibition of discrimination, as well as encouraging and not preventing such activities, are prohibited at the School.
The discrimination of individuals or a group of individuals involves each and every direct or indirect, covert or overt exclusion or limitation of rights and freedoms, unequal treatment or the failure to act or unjustified lax discipline or giving precedence.
Special measures introduced for the purpose of achieving the full equality, protection and progress of disadvantaged individuals or groups of individuals are not considered discrimination.
More detailed criteria enabling an employee, student or third party at the School to detect forms of discrimination are jointly prescribed by the Minister of Education, Science and Technological Development and the Minister of Human and Minority Rights, and the School Regulations on the detailed criteria for recognising forms of discrimination by employees, students and third parties.
The following is prohibited at the School:
- 1. physical, psychological and social violence;
- 2. abuse and neglect of students;
- 3. corporal punishment, insults and the sexual abuse of students or employees.
Violence and abuse involves all forms of once or repeatedly inflicted verbal or nonverbal conduct that results in an actual or potential threat to the health, development and dignity of a student or employee.
Neglect or careless treatment is the omission on behalf of the School or an employee to provide the conditions for students’ proper development.
The School is obliged to report to the competent authority if a student has noticeable signs of violence, abuse or neglect.
Physical violence within the meaning of the Regulations implies:
- 1. the corporal punishment of students by employees and other adults;
- 2. any behaviour that can lead to actual or potential physical injuries to a student or employee;
- 3. the violent behaviour of an employee toward students or other employees, as well as the violent behaviour of a student toward other students or employees.
Psychological violence within the meaning of the Regulations implies the behaviour that leads to the temporary or permanent impairment of the psychological and emotional health and dignity of a student or employee.
Social violence within the meaning of the Regulations implies the exclusion of a student from a peer group and from different forms of social activities at the School.
Any form of violence and abuse stated in these Regulations committed by a student, their parent or guardian or any adult against a teacher, professional associate or other employee is prohibited at the School.
Criminal proceedings will be initiated against a student’s parent or guardian for the violation of the prohibition referred to in paragraph 1 of this Article.
The Minister of Education, Science and Technological Development prescribes the Violence and Abuse Response Protocol and in the event of violence or abuse the School responds in accordance with the said Protocol which determines the content and manner of implementation of preemptive and intervention activities, the conditions and manners of risk analysis, the manners of protection against violence, abuse and neglect.
Identifying nonverbal forms of student abuse by an employee during caretaking activities, breaks, recreation and other forms of educational work is carried out on the basis of the detailed criteria prescribed by the Minister of Education, Science and Technological Development.
Only those measures stipulated by the law or the School’s general act can be applied to students who breach their obligations and violate the prohibition of discrimination, violence, abuse and neglect.
Political organising and such activities at the School as well as the use of the School’s premises for such purposes is prohibited.
II Behaviour of teachers and other school employees
Employees are obliged to contribute to the reputation of the School and the development of a positive atmosphere at the School with their work, overall conduct and appearance.
- 1. All employees are obliged:
- 2. to come to work regularly and on time;
- 3. to perform their job duties in a conscientious manner;
- 4. to inform the Principal, Assistant Principal or the School Secretary in a timely manner if they are unable to come to work;
- 5. to refrain from actions that violate the rights of students and/or other individuals;
- 6. to make sure that student rights, obligations and responsibilities are realised;
- 7. to report any violations of the student rights to the Principal or the School Board;
- 8. not to bring weapons, or other objects that can be used to inflict injuries, endanger the lives of students and employees or cause damages to the property of the School;
- 9. not to smoke on the premises of the School which includes: every closed working and public space, as well as any other closed spaces connected to that space (hallways, stairways, common rooms, toilets, waiting rooms, student clubs, auxiliary facilities, areas rented to other users etc.), and the schoolyard;
- 10. not to bring or use alcohol, opiates, narcotics or other psychoactive substances;
- 11. not to use mobile phones on the premises of the School, except in official staff areas (staff rooms, offices, offices of professional councils);
- 12. to be suitably dressed on the premises of the School (short trousers, shorts, three-quarter length trousers, sleeveless shirts, cropped T-shirts, transparent clothes, mini skirts, slippers, open-toe sandals and other forms of inappropriate attire are prohibited);
- 13. not to make unauthorised recordings in the facilities and schoolyard of the School and the facilities where practical lessons take place;
- 14. not to damage the property of students, other employees, parents and third parties;
- 15. to ensure the equipment and school assets used by the students in curricular and extracurricular activities are used in accordance with the School’s rules and procedures;
- 16. to use the assets and supplies of the School for official purposes only;
- 17. not to take out school records, other documents, school assets and supplies without the permission of the Principal or Assistant Principal.
A teacher is required to arrive at the School at least 10 minutes before lessons start.
A teacher on monitoring duty is required to arrive at the School at least 20 minutes before lessons start in the given shift.
The teachers who enter a classroom first are obliged to turn on the lights in the classroom, as well as the interactive whiteboard and the computer before lessons start.
A teacher is obliged to turn off the lights and the used equipment after a lesson, provided the classroom is not used any further.
A teacher is obliged to bring their Chromebook or iPad to class and make an electronic record of the lesson and the absent students at the beginning of the lesson.
A teacher is obliged to make a record of the lessons, additional and remedial lessons in the class diary in a timely manner.
When not carrying a class diary to the classroom, teachers are obliged to leave them in the teachers’ room.
A teacher on duty performs their obligations before the shift starts and during the lunch break.
The obligations of a teacher on duty include:
- 1. maintaining order and safety in the school building and the schoolyard;
- 2. taking measures in cases when order is disturbed or safety is endangered;
- 3. fulfilling their obligations, cooperating with the Principal, Assistant Principal and other individuals employed at the School
The (monitoring) duty is performed in the entrance hall and in the schoolyard, and if necessary in other places, all in accordance with the decision of the Principal and the Curriculum Coordinator. The Curriculum Coordinator determines whether teachers on duty are present or absent and keeps records on the subject.
The Curriculum Coordinator coordinates the work of the teachers and students on duty.
The school caretaker is obliged to be on duty in the entrance hall of the School, except when they are performing tasks in other parts of the School or taking a break during the day.
The cleaning staff are obliged, before and after maintaining the hygiene in the areas where teachers and other employees work, to be on monitoring duty in the hall and the hallways of the School, i.e. in front of the areas whose hygiene they maintain.
When the cleaning staff take a break or are absent from their designated workplace for other reasons, other cleaning persons shall monitor their workplace, in accordance with the schedule set by the Principal, at the proposal of the School Secretary.
The school caretaker and the cleaning staff are obliged to promptly inform the teacher on monitoring duty, the Principal, the Assistant Principal or the School Secretary about any changes that can lead to the disturbance of order and safety at the School.
III Behaviour of students
Students are obliged:
- 1. to abide by these Regulations and other general acts of the School on the School premises and the schoolyard, at other place where educational work takes place as well as on route to and from the School;
- 2. to abide by the decisions of the School bodies;
- 3. to act according to the instructions of the Principal, Assistant Principal, teachers and professional associates;
- 4. to speak to the teacher on duty or the class teacher, and if necessary, other employees of the School, in order to solve issues pertaining to their relationship with other students, teachers, parents or third parties;
- 5. to regularly attend classes and other forms of educational work and to regularly fulfil their academic obligations;
- 6. not to be late for lessons or other forms of educational work;
- 7. not to bring weapons, pyrotechnic devices and other objects that can be used to inflict injuries, endanger the lives of students and employees or damage the property of the School and the personal properties of individuals;
- 8. not to bring or use alcohol, opiates and any other psychoactive drugs;
- 9. not to bring sports fan gear (scarves, caps, flags, jerseys);
- 10. not to smoke on the premises of the School , which includes: all closed working and public spaces, as well as any other closed space connected to them (hallways, stairways, common rooms, toilets, waiting rooms, student clubs, auxiliary facilities, areas rented to other users etc.), and the schoolyard;
- 11. not to use mobile phones and other means of communication, laser devices, mp3 players, iPods or any other devices used to play music that disturbs classes on the premises of the School;
- 12. not to be inappropriately dressed on the premises of the School (short trousers, shorts and three-quarter length trousers, sleeveless shirts, cropped T-shirts, transparent clothes, extremely short mini skirts, slippers or other forms of inappropriate attire are prohibited);
- 13. to wear the School uniform during curricular and extracurricular activities, which should not be worn under other garments on the premises of the School;
- 14. not to wear a cap or a hat on their heads on the premises of the School except in special cases when the approval is issued by the Principal;
- 15. not to make unauthorised recordings in the facilities and schoolyard of the School and the facilities where practical lessons take place;
- 16. to conscientiously work on acquiring knowledge, skills and values prescribed by the School Curriculum;
- 17. to monitor their own progress and inform teachers and parents or guardians about it;
- 18. to show their actual knowledge in the evaluation process without the use of various forms of copying or illicit assistance;
- 19. not to disturb teaching and not to leave classes or any other form of educational work without prior permission of the teacher;
- 20. to respect other students, teachers and any other employee of the School;
- 21. to behave courteously toward other students, School employees, parents and third parties;
- 22. to justify their absences on time;
- 23. to take care of School property, the cleanliness and aesthetic appearance of the School premises and the schoolyard;
- 24. to take care of the environment and act in accordance with the rules of environmental ethics;
- 25. to refrain from entering any changes into the school records;
- 26. to refrain from provoking fights and participating in fights;
- 27. to refrain from expressing national, racial and religious intolerance.
The school day begins and 08:30 am and ends at 04:05 pm.
Students are required to arrive at the School at least five minutes before lessons or any other form of educational work starts.
At the sound of the second bell that signifies the start of the first period, students should be in their classrooms and peacefully wait for their teacher to arrive.
If a lesson is held in a classroom that the teacher has to unlock, students should wait for the teacher quietly in line in front of the classroom.
Students who are late to a lesson are not allowed to interrupt the lesson and must wait for the next period. They are to spend this interval in the learning centre, under supervision of the teacher on duty, in order to make up for the missed lesson.
Students should be prepared for lessons. If a student has failed to bring their textbook to class and is therefore unable to follow the lesson, the teacher is allowed to remove them from the class due to their disrespect toward academic obligations. The student will spend the said period by studying other subjects in the learning centre and make up for the missed lesson by using the Student portal.
When school activities are completed, students exit the School in a quiet and orderly manner.
Every week, the class teacher appoints two student monitors.
A student monitor is obliged:
- 1. to be in the classroom at least 10 minutes before lessons start;
- 2. to air the classroom before lessons start and during the break and to perform other tasks in order to prepare the classroom for lessons;
- 3. to report absent students to the teacher;
- 4. to take care of students’ personal items, books and supplies;
- 5. to report any missing or damaged property of the School, students or employees to a teacher.
A student may exit the School during break and lunch time, unless their parents fail to provide consent enabling the student to leave the School during break and lunch time.
The School cannot be legally responsible for activities taking place outside the School premises, as this does not fall within the School’s jurisdiction. The School, however, has the moral responsibility to take care of the safety in its immediate vicinity and be dedicated to its enhancement. This moral responsibility may lead to the punishment of a student who has behaved unsuitably in the immediate vicinity of the School.
During lessons when Chromebooks or iPads are used, students are not allowed to play online video games or open Facebook or similar sites. Should the web history analysis performed during or after a lessons indicate a misuse of school assets, this kind of behaviour shall be severely sanctioned through the use of disciplinary measures listed in these Regulations.
The interval between 02:30 and 04:05 pm is envisaged for learning under the supervision of the teacher on duty. The students should use this period constructively to: do their homework, revise the material explained by the teachers, prepare projects, revise the material on the Student portal and further explore the well-equipped library containing 30,000 books. The use of personal mobile phones, walking and discussions are prohibited, as are other forms of unsuitable behaviour designed to obstruct other students. During this period, the students may use a five-minute break.
The students are obliged to wear the school uniform - polo shirts - on a daily basis and during all lessons except PE, when they are obliged to wear white t-shirts. The students who fail to come to school in their uniform are not allowed to attend classes in the classroom, however, they are allowed to do their work in the learning centre under the supervision of the teacher on duty.
The students are obliged to use the student platform in order to be regularly informed about their timetable, the curriculum, student absences and marks.
The parents or guardians of students and third parties (hereinafter referred to as other persons) are obliged to respect the Regulations and other general acts of the School.
IV Behaviour of parents or guardians and thirds parties
Upon entering the school building, other persons are obliged to report to the person on duty for the purpose of registration.
Оther persons are obliged to behave courteously toward students, employees and other persons that are in the school building or schoolyard at any given time.
In addition to the obligations that are common to all other persons, the parents of students have the following obligations:
- 1. to justify the absences of their child on time;
- 2. to come to the School when invited by the School bodies, a counselor, a psychologist or a teacher;
- 3. to regularly settle their financial obligations towards the School;
- 4. to regularly attend the parent-teacher meetings and to show an interest in the learning and behaviour of their child;
- 5. to participate in the work of the School bodies of which they are members.
The parents or guardians of students and other persons are not allowed:
- 1. to bring weapons or other objects that can be used to inflict injuries, endanger the lives of students and employees or cause damage to the property of the School;
- 2. to smoke on the premises of the School which includes: all closed working and public spaces, as well as any other closed space that is connected to them (hallways, stairways, common rooms, toilets, student clubs, auxiliary facilities, facilities rented to other users etc.), and the schoolyard;
- 3. to bring or use alcohol, opiates, narcotics and other psychoactive substances;
- 4. to use mobile phones on the premises of the School, except in official staff areas (staff rooms, offices, offices of professional councils);
- 5. to be inappropriately dressed on the premises of the School (short trousers, shorts, three-quarter length trousers, sleeveless shirts, cropped T-shirts, transparent clothes, mini skirts, slippers and other forms of inappropriate attire are prohibited);
- 6. to make unauthorised recordings in the facilities and the schoolyard of the School and the facilities where practical lessons take place.
Parents are obliged to use the parent platform in order to be regularly informed about the timetable, curriculum, student absences and marks.
The School informs parents via email regarding academic and extracurricular activities, as well as the violation of student obligations. Therefore, the parents are obliged to regularly check their email and inform the School of issues that are relevant to the student and their school activities.
V Final provisions
The rules prescribed under these regulations shall come into force eight days upon its publication on the notice board of the School and the School web page.
Once these Regulations enter into force they will repeal the provisions of the Regulations on Student, Employee and Parent Conduct adopted on the 29th of January 2015.
